Finance Officer Vacancy At BBC Media Action, Tunisia

BBC Media Action, formerly known as the BBC World Service Trust, is the BBC’s international development charity, funded independently by external grants and voluntary contributions.

Job Purpose:

We are hiring a trained accountant to provide high quality and effective financial and procurement support to the BBC Media Action projects office based in Tunis.

Location: Tunis/Tunisia

Reports to: Head of Finance and Administration, BBC Media Action North Africa

Main responsibilities:

  • Provide a comprehensive range of financial support to the BBC Media Action finance team.
  • Support the Head of Finance in smooth running of finance operations.
  • Booking transactions on Dimension Accounting Software.
  • Support the Head of Finance to compile monthly financial reports detailing income, expenditure and cash and bank reconciliations.
  • Support the Head of Finance to monitor weekly cash flow needs, dealing with different team members to find out upcoming payments due.
  • Help on a process of regular balance sheet reconciliations (including all bank reconciliations) and manage regular completion and review.
  • Prepare and submit detailed reports (budget, buying expenditures etc.)
  • Process payments, expenses claims, advances and per diems according to BBC Media Action policy.
  • Establish, develop and maintain suitable spreadsheets, databases, and management information and evaluation systems as requested.
  • Ensure compliance with all financial reporting and forecasting requirements of donors and others, and ensuring the smooth flow of funds from donors
  • Ensure compliance with applicable law for administrative, tax and HR aspects of the programs.
  • Assist in administrative procurement of supplies and services from quality vendors and service providers, in fairness and transparency.
  • Help maintain an up-to-date list of inventory of assets for office and production facilities and manage filing of all administrative documents.
  • Handle internal and external enquiries in a professional manner, dealing with these to conclusion where possible or referring them to the team as appropriate.
  • Undertake ad hoc finance and procurement projects as and when required.
  • Undertake other financial tasks or ad hoc reporting as directed by the Project Accountant or the Head of Finance and Administration.

Essential Knowledge, Skills and Experience

  • Trained accountant, with minimum of 3 years’ experience of work on accountancy projects.
  • Strong background in procurement administration.
  • Experience of successful finance administration.
  • Excellent attention to detail.
  • The ability to work independently and proactively, to prioritise workloads, meet deadlines and respond flexibly to rapidly changing priorities.
  • Excellent interpersonal skills.
  • Strong and effective communication skills with people at all levels of the organisation, including ability to explain financial processes and policies to team members and provide information required for Management Team.
  • Excellent IT skills with experience of operating computer-based financial management systems.  Competent to advanced level in Microsoft Excel Effectiveness and flexibility to work in a team.
  • English and Arabic fluency (with strong written English skills).

Desirable Skills and Experience

  • Experience of finance administration and or procurement in the NGO field and international development sector
  • Good Knowledge of working with a CPA company
  • Experience of working with and reporting to international donors
  • French fluency
