ROLE PURPOSE

Plan International is embarking on an ambitious and exciting change process. We make the organisation more relevant, bold, engaging and effective in a new global context. To help achieve this, Plan International is currently recruiting a Regional Head of Strategic Communication and Influencing.

S/he ensures that the regional advocacy priorities are prioritized in our strategic partnerships and engagement with actors and stakeholders. It should be through influencing activities at the regional level. S/he collaborates with the Global Influencing and Partnerships Department at our international headquarters, with our UN Liaison Offices and particularly with the Pan-African Liaison Office and the West and Central African Regional Office to ensure that global advocacy, communication priorities and campaigns effectively support our goals.

Dimensions of the Role

  • A member of the Regional Office Management Team (ROMT) and leader of the regional network covering our advocacy, policy, strategic partnership and communication and media work in RESA.
  • Provides leadership and supervision to Plan’s regional team for all influencing and communication. The person should fosters integration of programme and influencing activities.
  • Facilitates the development and maintenance of strong internal and external linkages with key regional and sub-regional institutions. It should include strategic partners, peer organisations, the private/corporate sector and media outlets within and beyond the region.
  • Advises on and manages risks related to Plan’s advocacy, campaigning, strategic partnership, communication and media work in the RESA region.
  • Develops and oversees the execution of the assigned component of the regional office budget.

Accountabilities

1- Strategic planning and delivery

Develop, deliver and monitor a relevant and up-to-date Regional Influencing Strategy for the RESA Regional Office, taking into account the Pan-African Office strategy as well as global and emerging regional programme and campaign priorities.

  • Plan RESA’s regional strategy contributes to the Global Strategy. It will adds value to country operations, regional and global programmes, advocacy and campaign work, fundraising. Its implementation is monitored and progress against this is documented and shared
  • Support the development of sound country level strategies. Should also plan which efficiently profile the importance of Plan’s programme and influencing priorities
  • Provide high quality support to the attainment of Plans Global initiatives, campaign goals and results.

2- Ensuring Network Leadership, Strategic Partnerships and Movement building

Establish and maintain regional strategic partnerships and networks with like-minded Civil Society Organizations, peer agencies, private sector companies which have a regional or sub-regional reach and agenda

Indicators of success will include:

  • A vibrant and well utilised movement across RESA to promote children’s rights and equality for girls.

3- Enhancing Organisational visibility and profile

Promote and actively communicate the quality and reach of Plan’s program and influencing work for children’s rights within and beyond the RESA region and within a wide African audience.

Indicators will include:

  • Regional, and international media report positively and regularly about Plan’s work in Eastern and Southern Africa.
  • Representatives and correspondents of regional and global media houses are contacted and visit on a regular basis in order to establish good relationships and launch joint initiatives to produce content for their and our use.
  • Plan RESA’s website is regularly updated with high quality articles and social media is being used effectively and innovatively to engage and connect public audiences with our strategy & campaign goals.
  • There is a fruitful collaboration and mutual support between RESA and communication staff from National Organisations (NOs), International Headquarters (IH), the Pan-African Office and other Regional Offices (ROs)
  • During red level emergencies, communications support is being provided to Country Offices and coordinated with the global level.
    4- Influencing the agenda of critical (sub-regional) institutions and authorities

    Shape debates, agendas and decisions of regional and sub-regional bodies, authorities and inter-governmental institutions by championing and promoting a focus on children’s rights and gender equality and providing spaces for youth participation.

    Indicators will include:

  • Plan will participate in selected key events around the region, prioritized by a joint agenda established together with the Pan-African Office and the West and Central African Regional Office.
  • Plan will initiate and commission research initiatives based on our program and influencing work in countries in order to provide information and argumentation for advocacy purposes.
  • Participate in the development, assessment and comment on policy papers and thematic initiatives within sub-regional authorities, such as the South-African Development Community, the East-African Community and others
