HSE PROCEDURES FOR JOB TENDER

We know that all jobs are associated with risk, so it is vital that a good Health, Safety and Environment (HSE) plan is available. The construction industry is prone to many hazards and potential accidents, that is why HSE plan is needed. The Health, Safety, and Environmental (HSE) plan is also a crucial step towards mitigating project risks.

Most accident can be avoided if the right HSE plans are in place. The plan will also ensure that all protocols are constantly inline with the project. Meanwhile, managing the plan eliminates the risk of hazard that may possibly occur on the site.

The HSE Plan is like a living document developed before the project work begins with the scope of work as the starting point. As the project evolves, the plan should also be revised as scope may change.

Below are some HSE procedures for tender

1. CREATE A PROJECT OVERVIEW AND SCOPE OF WORK FOR THE PROJECT

This should include Scope of work, location of the site, Names of each parties involved in the project. It should also have a duration for when the project will finish and the purpose of the HSE plan.

Example of a scope of work for a Roof C building project.

  • Site survey
  • Mobilization
  • Cordoning of work Area
  • Scaffolding works
  • Non Destructive Testing (NDT)
  • Electrical Isolation/Disconnection/Dismantling
  • Dismantling/Removal of wire Gauze, Demolition/Removal of affected Block works.
  • Block works/Concrete Works
  • Removal/Disposal of existing Louvers and Cladding sheets.
  • Existing roofing sheets removal/disposal
  • Removal/Disposal of degraded rusted steel members (Beams, Purlins, bolts, nuts and other accessories), roof gutters.
  • Demobilization

 

2. HAVE THE HEALTH AND SAFETY PRINCIPLES/OBJECTIVES OF THE PROJECT

This process includes the policies of the company, their objectives and also responsibilities of various personnel. The personnel should include, the Project manager, Site Engineer, HSE manager etc. Meanwhile, the daily activities/HSE meeting should also be noted under this procedure. Some of the responsibilities should include:

  • Pre-Start Meetings
  • Weekly site safety and progress meetings
  • Formal and Informal Inspections
  • Safety Improvement notices
  • Two week look ahead programme
  • Tool Box Talks
  • Formal and informal consultation with the workforce on safety related topics
  • The discussion and handling of design related issues with project members
  • Liaison with local building control

 

3. SITE INFORMATION AND RESTRICTIONS

The existing site information should be noted down as well as the ground condition and some environmental recommendations. Meanwhile, security arrangement should be clearly mentioned as well as its restriction and access areas. Delivering of materials on site should be mention as it will help maximize the safety of all personnel as different routes will be created to access the working area.

 

4. HAVE LEGAL RULES FOR THE HSE PLAN 

Legislation standard is vital as it will ensure that all the work process conform to their various laws. Like for all HSE related activities, it must follow the Health & Safety Standards

  • The Health and Safety at Work Act 1974
  • Construction (Design and Management) Regulations 2015
  • Management of Health and Safety at Work Regulations 1999
  • The Reporting of Injuries, Diseases, and Dangerous Occurrences Regulations 2013
  • The Workplace (Health, Safety, and Welfare) Regulations 1992
  • Working at Height Regulations 2005
  • The Health & Safety (First-Aid) Regulations 1981
  • The Control of Noise at Work Regulations 2005.

 

5. SITE INSTRUCTION RULES AND MONITORING ARRANGEMENT 

The sites rules are guidelines that enable workers to work knowing that they are safe. This process must also include a site Induction which should be handle by the Site Project manager. This rules will form the core value surrounding the project.
