Chilewa Investments Limited, a manpower and Oil & Gas logistics support services provider, is currently recruiting for a SUBSEA AND PIPELINES ENGINEERING SERVICES to an Exploration and Production (E&P) Company in Port Harcourt.

The E&P company, is a company operating in the upstream sector of the Nigerian hydrocarbon industry for more than 50 years and also accounting for over 3 billion barrels of oil equivalent to Nigeria’s production to date.

SERVICES Objectives:

  • Ensure that all pipelines are inspected and maintained according to TOTAL General Specifications GS EXP
    311 and the Mineral Oil Safety Regulations (MOSR) of the Department of Petroleum Resources (DPR)and fit
    for purpose
  • Ensure all subsea activities are perform within budget
  • To ensure technical support in assuring integrity of FSO Unity and CALM Buoy
  • To provide technical support, follow and defend budget and costs
  • Ensure compliance with yearly inspection plan in accordance TOTAL General Specifications GS EXP 311.
  • Anticipate for all inspection tasks if opportunity

JOB Dimensions

  • Ensure the physical and functional integrity of asset.
  • Ensure statutory and integrity compliance of production assets as required by statutory regulations and COMPANY rules.
  • Ensure auditable integrity management system of facilities
  • In charge of Subsea and pipelines Inspection activities for all Joint Venture (JV) Assets / facilities locations.
  • Statistical Data: 18 Platform structures, 44 Oil and Gas pipelines, about 167 flow-lines, 6 flexible risers. 1 floating Units, 1 CALM Buoy, 3 PLEM and 2 mid water Buoy
  • Production Data: 250kbbls/day.

MANAGEMENT scope:
Direct reports: Manager, JV Field Operations Inspection
• Indirect reports: DGM, JV Field Operations Maintenance and Inspection

INTERFACES:
The designee interfaces with the following:
• RSES
• Nigerian Maritime Administration and Safety Agency
• DPR
• HQ DEV/TEC,
• BUREAU VERITAS on Classification matters
• Venture Management and NAPIMS
• Venture Management and DPR
• Contract and Procurement Division
• Technical Logistic Department

ACTIVITIES

▪ Elaborate planning and execution of Subsea and Pipelines Inspection activities for all JV Field Operation in Offshore and Onshore locations
▪ Pipelines and Flow lines:
o Supervise inspection program for all platform jackets and pipelines risers to assure integrity and
compliance to Local regulations and COMPANY rules
o Define scope of work, budget and planning for subsea inspection of platform jackets and pipeline
risers in accordance to COMPANY Rule, Department of Petroleum Resources Regulations.
o Supervise the operation of underwater inspection of platform jackets, anchor chains, flexible risers
PLEM by either Diving or ROV.

Subsea Structures:

  • Supervise inspection program for all platform jackets and pipelines risers to assure integrity and
    compliance to Local regulations and COMPANY rules
  • Define scope of work, budget and planning for subsea inspection of platform jackets and pipeline
    risers in accordance to COMPANY Rule, Department of Petroleum Resources Regulations.
  • Supervise the operation of underwater inspection of platform jackets, anchor chains, flexible risers
    PLEM by either Diving or ROV.
  • Floating Units: The following with be done under the supervision of Floating Units Integrity Lead Engineer (FUILE)
    o Supervise Classification activities of FSO Unity and CALM Buoy as per BV Class Rules. This involves`
    o Elaborate planning and scheduling of survey of FSO Unity Hull and Tanks, Machinery items
    o Issue scope of work, budget and planning for underwater activities by diving and ROV for class surveys
    o Liaise with HQ on repair recommendations of Floating units as per Class Rules.
    o Plan and maintain floating export hoses and export risers in accordance with GS EXP 311 and
    international standards

General:

  • Provide information to HQ after the approval of the Manager.
  • Audit of all CONTRACTORS and services.
  • Interfaces with the RSES on subsea inspection related issues.
  • Ensure the HSE compliance of subsea inspection activities to COMPANY HSE standards and
    specification undertakes any other inspection task as requested by the Inspection Manager.
  • Manages CONTRACT matters for subsea and pipeline activities
  • Responsible for all budgetary matters for all subsea and pipelines activities
  • Other activities as may be requested by the direct Manager.

Context and Environment
▪ Supervise subsea inspection activities for JV offshore assets.
▪ Availability of facilities for inspection due to production constraint.
▪ Availability of qualified CONTRACTOR companies for inspection.
▪ Availability of appropriate/required tools/equipment.
▪ Interface with Government Partners on subsea issues.

 

ACCOUNTABILITIES
▪ Ensure the physical and functional Integrity of all subsea facilities of offshore installation in order to
ensure production program.
▪ Ensure statutory and integrity compliance of subsea facilities and pipelines as required by statutory
regulations and COMPANY rules.

SERVICE PERSONNEL PROFILE
▪ B. Eng in Mechanical or relevant Engineering discipline.
▪ 5 years’ experience in similar function in the Oil & Gas Industry.
▪ Good communication skill and Computer literacy is an advantage.
▪ CSWIP 3.4U is an advantage

SERVICES Location:
▪ This is a Port Harcourt office based role, with site visits when required
▪ This is a non-rotational position and requires full time support

SERVICES Scheme:
▪ Resident, Standard office hours

Training Requirements:
▪ DESIGNEE must undergo training courses (e-learning or otherwise) stipulated and
provided by COMPANY. These courses will be at no extra cost to CONTRACTOR and
shall be performed within the normal work hours agreed with COMPANY.

  • Resident – Standard Office hours, 5 days a week
  • Port Harcourt Office, Nigeria
